In fact, the summer has been so eventful that there wasn't even time to put together a newsletter. If you look at the front cover, you'll notice, among other things, that our President is now Marcia Nigro Dresser. Marcia and I were married on August 2nd at the Universalist-Unitarian Church of West Hartford. According to all reports, it was a beautiful wedding, and everyone, especially the bride and groom, had a great time at the reception afterward. You may also notice the appearance of several e-mail addresses, including that of CCB's Web site. Norm Banta is compiling a list of CCB members who use e-mail, and I hope that those of you who do will give him your e-mail addresses so he can add them to the list. I will publish updated versions of the list in this newsletter as they become available. Finally, if you've been concerned about the lack of convention-related information in the last few issues of the _Outlook, you'll be relieved to find that in this issue, we'll talk about little else. In addition to an update on our upcoming convention, you'll see a summary of our fall, 1996 convention minutes, as well as the entire minutes of last spring's convention. Since there's plenty here to keep you busy, I'll conclude by saying that I hope to see all of you at the Howard Johnson's in Hamden. Let's make this one the biggest and best convention CCB has ever had! --Steve Dresser PRESIDENT'S MESSAGE Hi! I hope you all had a wonderful summer. Mine was fantastic, although very hectic. You may have noticed that my name is different on the title page of this _Outlook. I am proud and happy to be Mrs. Stephen Dresser. Steve and I were married August 2nd. After spending a terrific, restful week in the Poconos, we spent the rest of the month merging two households into one. Needless to say, with all this going on, the summer seemed to vanish in the blink of an eye. Now I am back at work, though, and life is beginning to settle down to some semblance of normalcy. With regard to CCB news, I am very excited about our brochure. Everyone tells me it looks great! Thanks to John Mattioli for designing it, and to Dave Sullivan of Manchester, who donated time and materials to print it for us, we received a thousand copies in August. Since these brochures are an important part of our publicity campaign, it's up to all of us to distribute them throughout the state. There are many places to circulate them--church groups, doctors' offices, civic groups, schools, non-profit organizations, corporations, etc. The sky is the limit! Please contact April Hutchins for your brochures. Thanks. The CCB toll-free number has just been moved from Hamden to West Hartford, and is linked to the voice-mail system. Therefore, we no longer need to use the answering machine, since all calls, both local and toll- free, will be answered by the voice-mail. Since the system has several mailboxes, one has been assigned to each of our committees. The box numbers will be included in the list of CCB standing committees at the back of this newsletter. I hope someone from each committee will take advantage of this new way to reach out to members of the community. Please feel free to call Steve Dresser if you want to learn how to use the voice-mail system. We are busy gearing up for the fall convention which, as you know, will be held October 24th through 26th. This is our first official overnight convention, which you asked for in the convention survey, so I hope you'll make every effort to attend. There are some important issues we need to address at our business meeting. First of all, we need to elect a treasurer to serve for the next year. Also, our scholarship fund is down to $1900. The board determined that, in order to keep this fund viable, we cannot award another scholarship unless this fund contains $3000 by February 1st, when the scholarship notice goes out. In that case, we have some serious fund raising to do in the next few months. I'd also like to discuss committee appointments for the coming year, and priorities for CCB. See you at the convention! --Marcia Nigro Dresser CONVENTION UPDATE By now, you have all received your convention notices. Here are some more details. Game Night, hosted by Shirley Phelon, will consist of Bingo (with prizes), Scrabble, and several card games. Feel free to bring along decks of cards, or any other of your favorite games. The more, the merrier! The room will be available starting at 8:00 Friday evening. The games will begin as soon as enough people arrive, so come on over as soon as you've checked in to your room. We'll begin promptly at 9:00 on Saturday morning with a presentation by BESB Executive Director Ken Tripp. Carol Taylor, Director of LBPH, and Mary Clare Quirk, Executive Director of CRIS, will also speak to us on Saturday. Nolan Crabb, editor of "The Braille Forum," will be with us Saturday and Sunday, and will speak at our Saturday evening banquet. On Sunday morning, Jane French will tell us about outreach programs at CIB/Oak Hill School. Our panelists for "Blind People in Business" are Ann Morris, Ellen Telker, and Dave Bates. Guide Dog Users of Connecticut (GDUCT) will hold its first official meeting late Saturday afternoon. We are happy to have Ann Morris return to our convention with her great products. She'll arrive just before lunch on Saturday, and be with us until shortly before the banquet. If there are specific products you'd like Ann to bring, please call her at (800) 454-3175. In an effort to make our convention more enjoyable, we've decided to try a somewhat different format. Instead of holding one long business meeting, we will conduct our business during several short intervals throughout Saturday, and on Sunday morning. After the convention, please let us know what you think of this approach. We're looking forward to seeing you. IN MEMORIAM On September 22, Leola Noble died after a short illness. A long-time member of CCB, Leola and her late husband Leon provided the seed money for our scholarship, which was subsequently named in their honor. Contributions in Leola's memory may be sent to the East Hartford Visiting Nurses Association, 60 Hartland Street, East Hartford, CT 06108. We have lost a dear friend and devoted member of CCB. CCB FALL CONVENTION SUMMARY October 26, 1996 The business meeting was called to order by President Marcia Nigro at 10:04 A.M. There were 23 members present. Jessica Beach, Coordinator of Affiliate and Membership Services, from the ACB national office was introduced. The minutes from the spring convention were read and accepted with the following corrections: the idea of researching a change of long distance carriers was squashed because of the possibility of the lessening of quality of service. Therefore, nothing was done. Clarification was made to the reference to the ADA Advisory Committee Survey. The results are not fully tabulated as yet. The minutes were approved with these corrections. The Nominating Committee Chairman Dan Mills gave his report and presented the slate as follows: President Marcia Nigro, First Vice President Steve Dresser, Second Vice President John Mattioli, Third Vice President Alice Jackson, Recording Secretary April Hutchins, Corresponding Secretary Cheree Heppe. Treasurer's Report: As of October 1, 1996, the checking account contained $561.07. The savings account contained $2,826.04. The CD for the scholarship fund contained $2,762.06. The report was accepted as given. Thanks were expressed to Dave Bates for his dedicated service. Committee Reports Newsletter: Steve has assigned various tasks to committee members. Bryan McGucken is writing profiles, starting with the Board. April is in charge of the bulletin board. Pam Garde is writing the "Newsmakers" column. Thanks were expressed to members for their hard work. Steve then went on to report that he is experimenting with a voice- mail system which he hopes to put on the CCB toll-free line. It is up and running in the Hartford area. The phone number is 521-6749. There are several options, such as leaving messages for individual committee chairs. Steve is donating the use of this system. Membership and Publicity: John Mattioli and Paul Morline are both at Seeing Eye, training with their new dog guides. The list of people from Connecticut who have contacted the national office is still being worked on. They sent 30 letters to people of special interest groups and members at large of ACB. John finished working on the brochure. Marcia has a print copy to display. We are looking for a printer. Scholarship: Jessica Beach raised the question about the form of the scholarship presentation. She informed us that the national office sends half the scholarship in the fall, and the other half in the spring. Because our 1996 scholarship winner cashed the scholarship check prior to the transfer of funds from the scholarship CD, we received a $25 charge for insufficient funds in the checking account. Therefore, a motion was made, seconded, and carried, that the Scholarship Committee present the scholarship winner with a certificate, and mail the actual check at a later date. Transportation: Connecticut Transit officials have been regular attendees at ADA meetings in Hartford. Issues have been clarified regarding major stop announcements, such as transfer points. Drivers should, however, announce all stops. D.O.T. employees are used by Connecticut Transit as spotters on buses to see that the written policy is enforced. Cheree Heppe proposed having individual riders who are blind take an informal survey in which they would record the route, time of day, and stop announcements made. This study would be done over a one month period. Dan Mills and Cheree Heppe drafted this survey form. Carol Gillispie reported on the New Haven Paratransit. She feels that the needs of the blind are not being accommodated. Bob Hoyt from the Kennedy Center gave a presentation at the previous meeting of the New Haven Transit District. It seems that most efforts are being directed toward people with more severe disabilities, not toward blind or visually impaired individuals. Dan Mills reported on some new bus technology using automated bus announcements. Dan says he is skeptical of the system ever being widely used. The system is being tested in Washington, D.C. Nolan Crabb, editor of "The Braille Forum," has tested it, and says it is fabulous. Legislation: The Braille Bill was discussed at the September ACAC meeting. Copies of the bill are being reviewed by the ACAC members. BESB is sponsoring the bill, and will submit it to the legislature if the governor approves it. We may encounter a stumbling block because some people on the Education Committee, where the bill will be referred, believe that this bill would cost $250,000 to implement. Cheree suggested posting a list of legislators on the CCB voice-mail, or in the next newsletter. CRIS: CRIS Radio did not receive a press release announcing this convention. Marcia apologized. TCI Cable in Branford carries CRIS on the SAP channel of channel 13, the Spanish station. There are two surveys currently being conducted, one from CRIS, and one from LBPH. Both are looking for ways to improve service. Fundraising: It was reported that there is only enough money for one more scholarship. It was suggested by President Marcia Nigro that holding a dance in the spring to benefit the scholarship fund would be a good way to raise money. People are needed to organize and plan it. Dave is coming up with a list of everything that needs to be done. He will give this list to Marcia, who will follow up on it. Kathie Mills has requested permission to find a place to have crafters come and rent a table to sell their items. The rent from the tables would go to CCB. CCB could have an informational table on site. Carol Gillispie suggested that CCB should find a product to be sold every year for which we would become known. April Hutchins suggested Pick-a-Pearl as another fundraising project. Karaoke was also suggested. Life memberships were discussed, and an age scale was proposed. We are in the process of forming a guide dog users chapter and a Southern Connecticut chapter. Ken Tripp, BESB Executive Director, sent a message in which he said he regretted not being able to attend the convention, but had a family emergency out of town. He went on to say that we should keep the faith. He is going to turn BESB upside down, and hold people accountable. He is in for the long haul. The governor instructed him to run the agency as he sees fit. He is committed to BESB, and plans to write an article for our next newsletter. Braille Literacy Month is coming up in January. Marcia would like help with a braille literacy drive. After lunch, elections were held. There were no nominations from the floor, and all officers were elected by acclamation. The position of Treasurer remained unfilled since there were no nominations from the floor. David Bates offered to remain as acting treasurer for a short time. Marcia Nigro proposed an alternate solution, that of having an assistant treasurer trained by the treasurer. This person, after being trained, would then come in as treasurer. Jim Schwarzhaupt is reported to be willing to serve as treasurer when his duties are over as treasurer of the West Hartford Lions' Club. A motion was made to continue Dave Bates as acting treasurer until a full-time treasurer can be secured, the deadline being the spring convention of '97. The motion carried. On June 15, 1996, the ad hoc Convention Committee, consisting of Paul Morline (Chair), April Hutchins, Bryan McGucken, Dan Mills, and Dave Bates, presented a list of recommendations for future conventions. Marcia commended this committee for its hard work, and Paul Morline for careful preparation of the report. A motion was made and seconded to accept the recommendations of the committee as given. The question was raised about public transportation to sites. Therefore, the motion was amended to vote on the recommendations individually. The motion carried with some opposition. CCB Convention Committee Recommendations 1. The committee recommends that CCB continue to hold both a fall and spring state convention, with the fall convention being overnight, starting on Friday night, and concluding with a convention banquet on Saturday evening. It is suggested that the weekend convention include workshops, diverse speakers, expos, vendors, fun activities, organization business, etc., and be open for registration on both Friday and Saturday. It is recommended that the spring convention be one day, focusing on the current status of the organization. It is suggested that the spring convention be rotated between the West Hartford and West Haven BESB industries facilities, with lunch catered by one of the BESB restaurant operators. A motion was made, seconded, and carried to accept this recommendation. 2. The committee recommends that a permanent CCB convention committee be formed with a set of guidelines established governing the structure and responsibilities such as those outlined. The question was raised as to whether or not we would need to change the constitution or bylaws to make room for this committee. We checked the constitution and determined that we would not need to change anything. Following this, a motion was made, seconded, and carried to accept this recommendation. 3. The committee recommends that the permanent convention committee be given the authority to coordinate transportation to conventions for CCB members requesting assistance. This recommendation was accepted without any changes. 4. The committee recommends that CCB establish partnerships with service organizations with the goal of creating joint projects from which funds could be used to fund a transportation fund. This fund would be earmarked to pay the organization's share of transporting members to conventions and other organization-sponsored events. It is also suggested that this fund be open for charitable donations. It was suggested that the word "establish" be changed to "explore." The recommendation was accepted with this word change. 5. The committee recommends that CCB develop a relationship with state- based institutions of higher learning to have students enrolled in courses which give credit for time spent with persons with disabilities with the goal of learning from each other through joint social and personal development projects. The membership accepted this recommendation with a suggested word change from "state-based" to "in-state-accredited." Marcia will appoint a convention committee. A motion was made and seconded to have the spring convention at the West Hartford workshop facility. The motion was defeated. The motion was made, seconded, and carried to leave it to the convention committee to find an appropriate site, centrally located. The date for the spring convention was set for April 26, 1997. The meeting adjourned at 2:39 P.M. Respectfully submitted, Alice Jackson, Recording Secretary CCB SPRING CONVENTION MINUTES Saturday, April 26, 1997 [Editor's note: In order to shorten the business meeting at our fall convention, we will dispense with the reading of the minutes of our last convention. Therefore, instead of printing a summary as we usually do, we'll print the full text as it was submitted by the Recording Secretary. Please study it carefully, and be prepared to discuss any additions or corrections during the business meeting. If there is no discussion, the minutes will be accepted as they appear here.] * * * The 1997 spring convention of the Connecticut Council of the Blind was held at the Oak Hill School for the Blind. President Marcia Nigro called the business meeting to order at 10:00 A.M. After a moment of silence, the roll was called. 24 members were present. The minutes from the fall, 1996 convention were read and accepted with the following corrections: 1. Pam Garde is in charge of the CCB Newsmakers, and April Hutchins is in charge of the Bulletin Board. 2. Dan Mills and Dave Bates were also on the ad hoc convention committee. President Nigro then introduced several guests: Laurie Doyle, Carol and Tom Lemieu, Bernie Frost, Mike Neeley, who had recently moved to Connecticut from California, and Carol Gillispie's driver, Oliver. President Nigro also announced that Acting Treasurer Dave Bates could not attend the convention because of a conflict in his schedule, and that First Vice President Steve Dresser was absent due to illness. Regrettably, Ken Tripp, Executive Director of BESB, who was scheduled to speak during the luncheon, could not be at the convention because of a back injury. President Nigro, who was unable to obtain an updated treasurer's report, read the report as of March 1 as follows: the checking account contained $494.66; the savings account contained $2,845.10; and the scholarship fund contained $2,710.01. Marcia said there would be an updated report in the newsletter. * * * Committee Reports Convention: Alice Jackson voiced the need for people interested in joining the Convention Committee to help plan the fall convention, which will be a two- day convention. She said she would be happy to turn the committee chairmanship over to someone else after the fall. Cheree Heppe graciously agreed to cochair with Alice during the planning of the next convention. Marcia commended the Convention Committee, Alice Jackson, Bryan McGucken, and April Hutchins, for their work on the spring convention. She urged anyone interested in joining the committee to contact her, Alice, or Cheree. Newsletter: On behalf of Steve Dresser, editor of the newsletter, Marcia reminded the membership that the deadline for submissions for the next issue was May 1. She said Steve had received a couple of submissions as of the convention. Marcia also stated that beginning this summer, the CCB toll- free number will be attached to the voice-mail system at Steve's house so members can leave messages for CCB officers and committee chairs. Publicity and Membership: President Nigro reported that April Hutchins' father, Phil Hutchins, has found a printer who has agreed to print at least 1000 CCB brochures free of charge. The printer will write this project off as a tax deduction. John Mattioli read the brochure, and explained its formatting to the membership. The content of the brochure was accepted as amended. A motion was made, seconded, and carried, authorizing the CCB Board of Directors to make any formatting changes in the brochure which are necessary to ensure its adherance to postal regulations. Both Norm Banta and Marcia commended John for his hard work on the brochure. Marcia said that getting the brochure out would be a real shot in the arm for CCB. Transportation: Dan Mills reported that the paratransit system has been having some problems with reservations for rides. However, he said there are some rollover lines being added to accommodate more callers. A few more towns, including Manchester, have been added to the computerized reservation network. A sensitivity training program for the ADA reservationists has also been started. Carol Gillispie reported possible funding problems for the New Haven Paratransit System. Marcia asked her and Alicia Ferraiuolo to keep CCB informed on this matter. Cheree Heppe reported that she has joined the ADA Advisory Committee. She encouraged anyone having problems with the paratransit system to write to the state Department of Transportation. Cheree said she is tabulating the results of the bus survey published in the last newsletter, and that anyone else interested in participating in the survey may contact her. She hopes to have the results of the survey to be published in the next newsletter. She and Jan Frost both reported problems with drivers not calling out stops, and ostracizing them when they complained. Fundraising: Marcia reported that $145.38 was raised from the Pick-a-Pearl party held at Shirley Phelon's house. This will benefit the scholarship fund. Also, Pam Garde turned in $70 from cookbook sales. Marcia stressed that while we are making progress, there is a need to do some more fundraising to replenish the scholarship fund for next year. One project that is being pursued is the idea of having a concert featuring Sally Rogers, a local folk singer. This concert would be open to the public, and held this summer to raise money for CCB. Cheree Heppe reported that while Sally is interested in doing the concert, many details, including those regarding the contract, are still being worked out. April Hutchins said she is willing to have a Tupperware party at her home this fall to raise money for the scholarship fund. Marcia said there are still more T-shirts and cookbooks to be sold. Chapters (GDUCT): Marcia said she had spoken to Janine Stanley, President of GDUI, who said that anyone who is both a member of CCB and GDUI is eligible to be a member of GDUCT this year. However, in 1998, the dues structure stated in the GDUCT constitution will take effect. Marcia said the CCB Board of Directors hopes to approve the GDUCT constitution at its next meeting on June 7. There was no news to report either from the Southern Connecticut or student chapter. LBPH: Carol Gillispie reported that on Saturday, June 21, there will be an open house which will include tours of the library, a speaker, and refreshments. CRIS: Carol said CRIS is being transmitted to almost the entire state. She said a survey will be mailed out to listeners, and will be followed up by phone calls. Nominating Committee: Dan Mills reported that when he contacted the two people who had previously expressed interest in becoming the new treasurer, they said they couldn't do it at this time. Dan said Dave Bates has agreed to stay on as treasurer, providing that the chairman of the Convention Committee be in charge of all money matters related directly to the convention. Marcia urged anyone interested in taking on the position of treasurer in the future to please let her know. Scholarship: April Hutchins, Chairman of the Scholarship Committee, introduced this year's scholarship recipient, Christy Killion, a sophomore at Wolcott High School. April presented Christy with a print certificate in a silver frame. While Marcia presented Christy with a braille copy of the certificate, April thanked her committee, Dan and Kathie Mills, Pam Garde, and Bryan McGucken, for their enthusiasm and willingness to serve with her. Congratulations and best wishes were extended to Christy, who thanked the Scholarship Committee profusely for selecting her, and said she felt honored to be at the convention. She said she will use part of the money for flute lessons, and part of it for college. * * * Old Business Dave McLean reported that the CCB Web site now has a new address. It has also been connected to the ACB Web site. * * * New Business Ellen Telker will be CCB's delegate to this year's ACB convention. Marcia Nigro will be the alternate. Mike Neeley, who had just moved to Connecticut from California, offered to be responsible for a post office box for CCB's mail. This would provide for a more permanent address to put on the brochures, and for any other correspondence sent to CCB. After some discussion, a motion was made, seconded, and carried to accept Mike's offer. * * * Open Forum Carol Gillispie suggested that we invite Dave Sullivan, the printer who has agreed to do the brochures, to the fall convention. Alice Jackson publicly thanked Kathie Mills for all of her hard work in preparing the convention luncheon. The business meeting adjourned at approximately 12 noon. Kathie Mills thanked her husband Dan, her friend Jan, and her niece for their assistance in preparing and serving the food. We reconveened at about 1:30. Kathie Mills presented Christy Killion with a basket of flowers on behalf of CCB. The membership was then divided into five small groups to discuss CCB's future. Each group was asked to pick a spokesperson who would report on each group's discussion of two questions. The first question was given to all the groups: "In what way or ways has CCB made a difference in your life?" The second question was specific to each group. Each group was to discuss how they would be willing to contribute to CCB in one of five areas: (1) legislative, (2) fundraising, (3) membership, (4) publicity, and (5) conventions. After the small groups had time to discuss these questions, the membership came back together for the summaries of each discussion. In all of the groups, the question regarding the difference CCB has made in people's lives generated similar responses. People spoke of camaraderie, friendship, a sense of belonging, learning from each other, mutual support, exchanging information, confidence, etc. For the second question, some of the suggestions in each group were: 1. Legislative: writing congressmen, working in cooperation with other organizations for the blind on issues such as the Braille Bill, transportation, unemployment, and underemployment. 2. Fundraising: selling a product by which CCB would become known. Gift wrapping books during the holidays. 3. Membership: distributing brochures to eye doctors' offices. Talking on local cable access channels and radio talk shows. Public awareness fairs. 4. Publicity: It was suggested that fundraising could be a vehicle for publicity. Some suggestions were a dance, white elephant sales, distributing brochures to supermarkets and malls, and public service announcements. 5. Conventions: information on technology. More speakers. Detailed directions to convention sites. Agendas. Recreational expos. Volunteers for guiding. After all of these summaries were discussed, and received much positive feedback from the membership, Alice posed a third question regarding what special interest groups people would join. Cheree Heppe talked about Guide Dog Users of Connecticut, and asked anyone interested in joining to talk to her. John Mattioli suggested a computer users group. Mike Neeley expressed an idea about having a service interest group that might help those with other disabilities. April Hutchins said she'd like to see a speakers bureau formed for public education and awareness about blindness. Barbara Blejewski was interested in having a recreational special interest group. Alice thanked the members for their participation in the breakout sessions as well as the general discussion. She urged us all to think about what we discussed, and be willing to participate in CCB's activities, since it is our organization. Marcia said she was impressed by what she heard of the discussions. She said we will have the descriptive video scheduled for this convention at the next convention. In Mr. Tripp's absence, Marcia discussed the BESB Bill, which included the Braille Bill. She said people could request a copy of the bill from BESB. She also stated that Mr. Tripp was planning to relocate BESB because it would take $4.5 million to renovate the Ridge Road building. Also, Dan Mills said that the possibility of relocating the Shield Street workshop to East Hartford is being explored. The next convention, which will be an overnight, will be on Friday and Saturday, October 24th and 25th, at a site to be determined by the Convention Committee.
